In a pot over medium heat, melt the butter. Add the flour and cook for 1 minute while whisking. Add the green onions and cook for 10 seconds. Pour in the broth and milk while stirring. Bring to a boil. Simmer gently for 2 minutes or until the sauce thickens. Season with salt and pepper. Remove from the heat and let cool.
