In a food processor, purée the peppers and garlic with the sugar and salt, leaving small pieces of peppers intact.

In a pot, bring the purée and vinegar to a boil. Simmer over medium-low heat for 10 minutes or until the pieces of pepper are translucent.

Pour the hot sauce into one or several jars. Let cool. Cover and refrigerate. The sambal will keep for 3 weeks in the refrigerator or for 3 months in the freezer.
