With the rack in the middle position, preheat the oven to 400°F (200°C). Line a baking sheet with a silicone mat or parchment paper.

In a large non-stick skillet over medium heat, soften the onions and ginger in the oil for 5 minutes. Set aside in a small bowl.

In a bowl, combine the flour, baking powder, spices and salt. Season with pepper. Add the water and stir until smooth. Add the onion mixture and stir to coat well. Drop the batter onto the baking sheet in 12 piles, using about 2 tbsp of batter for each one. Flatten the piles with the back of a spoon.

Bake for 25 minutes or until the bhajis are golden, turning them over halfway through cooking. Let cool.
