    In a pot over medium heat, soften the bell pepper, onion and garlic in the oil. Add the remaining ingredients. Season with salt and pepper. Bring to a boil. Cover and simmer over medium heat for 12 minutes or until tender. Remove from the heat and let sit for 5 minutes. Adjust the seasoning. The quinoa can be served hot or cold.
