In a small bowl, combine the cornstarch with the broth, soy sauce and mirin until smooth.

In a wok or a large, deep skillet over high heat, sauté the celery, garlic and red pepper flakes in the oil while stirring for 1 minute or until the celery and garlic start to brown. Pour in the broth mixture. Cook for another 2 minutes or until the liquid has evaporated and the celery is al dente and shiny. Sprinkle with the sesame seeds. Serve as a vegetable side-dish.
