Preheat the oil in a deep fryer to 375°F (190°C). Line a baking sheet with paper towels or set a cooling rack on it.

In a bowl, combine the dry flour, icing sugar, baking powder and salt. Add the water and the egg. Whisk together until the batter is smooth. Pour into a large shallow bowl. Set aside.
