Kim Thuy’s Bean Sprout Salad

- 1/4 cup (60 ml) rice vinegar
- 1 teaspoon (5 ml) sugar
- 2 cups (500 ml) bean sprouts
- 1/4 cup (60 ml) garlic chives, cut into chunks
